The film is about 2 young black teenagers named Jason and Midget. They live in Newark, New Jersey - the car theft capital in the world. Their favorite pastime is stealing car and joyriding and also their neighbours' favorite. It's getting more dangerous when the cops launch a violent offensive to find car thieves and even shoot them who they suspect
